I. Introduction

Saigon Children’s Charity CIO (SCC) is a UK registered charity working exclusively in Vietnam. A child protection policy is applied across all our activities. The vision for SCC is to work towards the elimination of poverty in Vietnam through education. Our mission is that:

“SCC enables disadvantaged children in Vietnam to reach their full potential through receiving a quality education relevant to their needs.”

SCC is committed to the education of disadvantaged children in Ho Chi Minh City and in four rural provinces in the South of the country including Tay Ninh, Tra Vinh, Tien Giang, and Dong Nai. We help by giving them an opportunity to approach adulthood with a good education, in good health and able to sustain themselves and their families.

Education is, we believe, the most lasting and effective way we can help children and their families to escape from the cycle of poverty and it represents a double investment – an investment in the children but also an investment in the future of Vietnam. SCC has built up a reputation in Ho Chi Minh City as the educational charity of first choice for partners.

Saigon Children’s Charity’s ‘Working With Others Grant Scheme’ is one of the initiatives that has been developed by Saigon Children’s Charity and the LIN Foundation to help children with disabilities achieve a better quality of life through education. It also aims to provide resources for local Vietnamese organisations working directly with children with disabilities to implement projects that create or strengthen educational opportunities for children with disabilities.

II.  Description

1. Function/ Title

      WWO Programme Officer (WWO PO)

2. Accountable to:

The WWO Programme Officer reports to the WWO Manager.

3. Main Responsibilities

Together with the WWO Manager, the WWO PO is responsible for ensuring that the activities in the framework of WWO address directly or indirectly the needs, in particular the need for education, of children with disabilities in a comprehensive manner and consistent with the Strategy as well as with the criteria of WWO.

The WWO PO is responsible for identifying and assessing organisations which may apply to and benefit from support from WWO grant fund. They will consider all aspects of the organisation and their suitability as potential grant holders including management; skills, financial viability, honesty as well as their specific approach with the children.

The WWO PO will support the organisations with identifying suitable projects for application to WWO and to supporting them in making these applications.

The WWO PO will work with the organisations to identify possible weaknesses and identify relevant support to help them build their skills, their confidence and their capacity to support the children better.

The WWO PO is responsible for the monitoring of the various projects which are implemented by WWO’s local partner organisations. Thus, the WWO PO is responsible for maintaining regular and direct contact and relations with the local partner organisations, in order to ensure that the various projects are implemented in accordance with the specific project objectives and partnership agreements.

The WWO PO will support the WWO manager in the development and consolidation of the WWO’s Projects, participating actively in consultations on policy issues, planning of strategies and design of new projects as well as in the elaboration and follow up of action plans.

4. Specific Responsibilities

  • Project Planning, Implementation, Monitoring & Evaluation, Reporting
  • Assist WWO’s local partners in project planning, budgeting and implementation.
  • Assist WWO’s local partners in making training plans and identifying the appropriate trainers.
  • Liaise and work closely with WWO’s local partners. Visit the projects regularly in order to be fully informed of all issues at all times and to provide advice and support when needed.
  • Write short reports (in Vietnamese and English) after visiting the projects and share with Communication and Fundraising Department.
  • Ensure that WWO’s local partners comply with the terms of the specific project strategy and partnership agreement.
  • Ensure that local partners submit their reports timely and with good quality.
  • Synthesize reports from partners and submit them to the WWO manager.
    • Feed-back, Information Sharing, Reporting
  • Provide regular and systematic feedback (verbally and/or in written form) to the WWO Manager, and share all relevant information with her.
  • Identify potential projects and partners, in accordance with the objectives defined in the strategy of the WWO Projects.
  • Submit to the WWO Manager monitoring reports and synthesis reports timely.

5. Special Tasks

  • Support WWO manager to organise panel meetings.
  • Translate relevant project material into English and upload them to the platform (Huddle).
  • Undertake any special but reasonable tasks as assigned by the WWO Manager, provided that time allows.
  • In the absence of the WWO Manager, communicate with and report to the Head of Programmes for project related issues if requested.
  • In the absence of the WWO Manager, communicate with WWO’s Donors for project related issues if requested.

6. Child Protection Policy of SCC

Be alert to all forms of injustice, child exploitation and child abuse. Reports identified cases and discuss with the WWO Manager how SCC should respond in each case. Seek legal advice on behalf of children and/or families whose rights have been abused.
