The United Nations Development Programme (UNDP) is looking for a suitably qualified person for a short term internship in UNREDD Viet Nam Programme

 

Background

Vietnam is one of the first Asian countries engaged in REDD+, with early support from the UN-REDD Programme, the World Bank FCPF, and various other initiatives. Vietnam is preparing to benefit from the REDD+ result-based payment mechanism as defined under UNFCCC, which requires a set of 4 major elements including a national strategy or action plan.

In June 2012, Vietnam was among the first countries in the world to formulate and adopt its National REDD+ Action Programme (NRAP), covering the 2012-2020 period. The first phase of the NRAP was implemented between 2012 and 2015, and assessed independently in late 2015. The evaluation recommended revising the NRAP to build on updated UNFCCC guidance, as well as international, national and subnational experiences. Eight main recommendations were formulated.

By December 2016, the new NRAP 2016-2020 is undergoing final consultations, and is expected to be sent to Prime Minister for formal endorsement no later than January 2017. Policies and measures are a central part of the NRAP, and the new NRAP is expected to open up to new sectors and partners to comprehensively address the direct and underlying drivers of deforestation. It announces a phase of innovation and transformation of the forest sector in Vietnam, to deliver on national vision and aspirational goals on REDD+, forest management, climate change, green growth and sustainable development.

One of the most critical challenge consists in engaging the private sector in financing and delivering the implementation of the national REDD+ action programme. Thus, domestic and international public finance will not suffice alone to deliver on NRAP targets. Moreover, the vision itself suggests to transform the approach to forestry in Vietnam, and promote self-sustained profitable business models delivering high social and environmental impacts, while offering opportunities for green investments from profit-oriented individuals and organizations.

Based on the draft framework of REDD+ policies and measures for the 2016-2020 period (below), several major entry points for dialogue and engagement of the private sector can be identified, notably:

  • PAM#1.2: Promote sustainable and deforestation-free agriculture and aquaculture
  • PAM#2.1: Evaluate and replicate enhanced forest production and large wood business models
  • PAM#2.2: Evaluate and replicate sustainable models for natural forests enhancement, protection and conservation
  • PAM#2.3: Enhance economic and financial environment for forests
  • Sub-PAM#3.2.b: Research on appropriate incentive delivery system/ benefit distribution system and carbon rights for REDD+ in cooperation with relevant incentive mechanisms, and develop appropriate regulation
  • Sub-PAM#3.4.b: Build capacity and raise awareness for key REDD+ stakeholders at central and local levels

 

In order to support Vietnam with formulating a credible investment plan, a thorough dialogue needs to be promoted with the private sector to identify opportunities and determine effective partnership for action. The work will be led by the UN-REDD Chief Technical Advisor, under the supervision of the National Programme Director, in close cooperation with PMU experts, UN-REDD international experts, Ministry of Agriculture and Rural Development including VNForest and related agencies, and relevant research institutes, partners and other stakeholders.

The UN-REDD Programme of UNDP Vietnam is recruiting an international intern to support this dialogue and planning exercise. The intern will ideally be candidate to a Master degree in Business and will already have an experience in Asia and in the field of development. Internship will be based in Hanoi and is expected to start from January 23, 2017, for a six month period. Please refer to this link for more information on the internship policy.

 

Objectives

The main objective of this internship on “Engaging Business Sector in Financing and Implementing the National REDD+ Action Programme” is to support the formulation of the national REDD+ investment plan by strengthening the relationship between the Vietnam REDD+ process and national and international business sector.

More specifically, the international intern will work with the UN-REDD Programme, the Vietnam REDD+ Office, the lead administrations in charge of NRAP policies and measures as well as the team of consultants to:

  • Review REDD+ policies and measures as well as related literature including REDD+ Issues and Options Paper and targeted reports, and explore the business landscape in Vietnam and in a targeted pilot province.
  • Formulate a comprehensive review of the potential for collaboration with the private sector in designing and implementing the REDD+ policies and measures, including areas to engage the private sector, the typologies of relevant business and sectors, and illustrations of private companies or associations to engage with.
  • Formulate targeted pitches and engage the dialogue with relevant companies and associations
  • Mobilize and facilitate the participation of the business sector in the dialogue and formulation of the investment plan, notably by providing technical assistance (collecting and organizing information, writing notes, identifying opportunities, bridging perspectives, formulating activities, partnership and business cases, advising on relevant public instruments to improve business environment…) to ensure smooth, thorough and constructive exchanges between Vietnam public administration, the private enterprises and associations, as well as other stakeholders including research centres, civil society and ethnic minorities…
  • Support the organization of technical meetings and public events to build the relationship between the REDD+ and forests agenda, and the business sector in Vietnam, notably a series of dialogue in partnership with UNIDO, Global Compact Vietnam and the Vietnam Chamber of Commerce and Industry, and a national seminar with the Vietnam Youth Business Association.

Methodology

From January to July 2017, the intern will work under the leadership of the UN-REDD Chief Technical Advisor with support and in collaboration with other staff, consultants and partners to carry out the following activities:

  • Desk review, data collection and analysis
  • Formulation of analytical framework and methodology
  • Mapping of and communication with relevant business players
  • Preparation of technical and analytical notes on targeted issues
  • Field visits to a priority/pilot province as needed to advance data collection, analyses, formulation of recommendations and consultations, dialogue with private sector
  • Bilateral and groups consultations with national and international experts and stakeholders, including the organization of meetings, tracking and responding to contributions, and reporting

 

 

Final report

At the end of the internship, the intern will deliver a report encompassing:

  • Methodology and activities carried out
  • Analysis of the business sector engagement into REDD+ investment plan: situation, challenges and opportunities, risks
  • Results achieved and expected impacts
  • Recommendations forward
  • Annex: key reports and technical notes produced across the internship
