The USAID Governance for Inclusive Growth (GIG) Program (the Program) aims to assist Vietnam’s efforts to achieve sustainable and equitable economic growth by working with the Government of Vietnam, its private sector, and civil society organizations to maintain the momentum in expanding market reforms, institutional modernization, and global integration in trade. WORK HOURS: Full-time, 40 hours/week

ANNUAL SALARY:

Ordinarily Resident (OR): FSN-7; US$9,835(Starting Salary)

Not-Ordinarily Resident (NOR): FP-7; US$42,169(Starting Salary)

*Final grade/step for NORs will be determined by Washington.

The U.S. Mission in Hanoi, Vietnam is seeking eligible and qualified applicant for the position of Secretary in the U.S. Agency for International Development (USAID).

BASIC FUNCTION OF POSITION

Incumbent of this position will provide full range of secretarial and administrative functions for Program Development Office (PDO) of United States Agency for International Development (USAID) Mission in Hanoi, Vietnam. The incumbent will work collaboratively across PDO and other offices within USAID Vietnam, USAID/Washington, other Embassies’ sections and external contacts such as contractors, Implementing Partners (IPs), grantees, host-government officials, and other customers. The primary responsibility includes: administrative and secretarial functions, travel arrangements, program coordination and information management. He/she will report to PDO Deputy Office Director.

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.

1. EDUCATION: University/College Studies is required

2. EXPERIENCE: At least three years progressively responsible experience working in the field of secretarial/administrative management with local/international organization is required.

3. LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required (this will be tested). Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.

4. SKILLS AND ABILITIES: Must have excellent interpersonal and communication skills. Must have Good customer service and ability to work collaboratively as a team member. Must have the ability to obtain, analyze and evaluate a variety of data; organize and present information in concise written and oral format; conceptualize, exercise sound judgment, originate ideas and creative solutions; handle requests for tasks with patience, tact and diplomacy; and organize, prioritize and follow through on all assignments. Must be detail oriented, work well under pressure and meet deadlines. Must demonstrate the ability to multitask, having flexibility to manage more than one activity at a time in the performance of daily administrative management duties and responsibilities. Must be proficient with computer and office software such as Microsoft Word, Excel, PowerPoint, Google, and Gmail. Must be able to learn and use Agency specific software related to work area efficiency.

5. JOB KNOWLEDGE: Must have good working knowledge of secretarial/administrative office operation, travel arrangement, and files and records management system
