BASIC FUNCTION OF POSITION 

Incumbent of this position will serves as U.S. Embassy Hanoi telephone operator/Receptionist at the Embassy.

QUALIFICATIONS REQUIRED

1. EDUCATION: Completion of secondary school (Grade 12) is required.

2. EXPERIENCE: At least one year experience as a telephone receptionist and/or switchboard operator is required.

3. LANGUAGE:  Level 3 (Good working knowledge) Speaking/Reading/Writing English is required (this will be tested).    

                            Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required. 

4. SKILLS AND ABILITIES:  Must be capable of operating both Mitel and Nortel operator consoles and peripheral equipment, automatic telephone threat recorder devices and PC based programs and equipment. Must be able to determine operational status of all equipment and report non-functioning equipment or telephone lines to the appropriate internal or external test and repair office.

5. JOB KNOWLEDGE:  Must have knowledge of mission organizational structure, functions, names of department heads and employees to perform effectively in the telephone operator position.

BASIC FUNCTION OF POSITION 

Incumbent of this position will carry out administrative duties and project management support. The incumbent will oversee and coordinate all secretarial and administrative support activities for the Office of Economic Growth and Governance (EG2), perform all duties to ensure smooth, effective and efficient operations of the office.   He/she will provide office management support, correspondence management, meeting arrangements, filing, vouchers, travel coordination, and visitor support. The incumbent will support the team’s technical staff.   He/she will serve as the focal point for Monitoring, Evaluation and Learning (MEL) and will be responsible for tracking the program budget for the entire EG2 portfolio.  The incumbent will also serve as the liaison with the Program Development Office, the Office of Acquisition and Assistance (OAA), and the Office of Financial Management.

 

QUALIFICATIONS REQUIRED

1. EDUCATION: College or university studies in Business Administration, Public Administration, Social Science or Liberal Arts is required.

2. EXPERIENCE: At least three years in progressively responsible positions in the following areas: administration, financial management, and/or program management is required.  Previous experience with an international organization or English speaking environment is required.

3. LANGUAGE:  Level 4 (Fluent) Speaking/Reading/Writing English is required (this will be tested).    

                            Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required. 

4. SKILLS AND ABILITIES:  Must exhibit excellent professionalism, be able to work calmly, tactfully, and effectively under pressure and under timelines. Must demonstrate the ability to multitask, having flexibility to manage more than one activity at a time in the performance of daily administrative management duties and responsibilities. Must be skilled in effectively guiding USAID/Vietnam's flow of documents to the EG2 office and have strong organizational skills. Must possess knowledge and skills of using computers and office software such as Microsoft Word, Excel, Power Point, email, and Google applications such as Google docs, Google sheets and Google calendar and must be able to learn and use Agency specific software related to work area efficiency.

5. JOB KNOWLEDGE:  Must have knowledge and understanding of practices and procedures in office management. Demonstrated proficiency in typing various correspondence formats (i.e. memoranda, letters, reports, etc.) and computer skills is required. BASIC FUNCTION OF POSITION 

Incumbent of this position will advise the Program Development Office (PDO) Director and Deputy Director, USAID’s Director and Deputy Director, the Office of Acquisition and Assistance, and USAID’s technical teams on all aspects of USAID’s program performance monitoring and evaluation; ensure that progress toward intended results is monitored, recorded and reported upon in accordance with USAID policy guidance; and advise and train all Mission Contracting Officer Representatives (CORs) and Assistance Officer Representatives (AORs) and implementing partners on the design, implementation and modification of Monitoring Evaluation and Learning (MEL), plan for their respective contracts and grants. The incumbent will provide final USAID-level clearance on all evaluations of USAID’s projects/activities. S/he will also support USAID Project Design and Budget Team in applying lessons learned from mid-term and post-project/activity evaluations to new project/activity designs. S/he will ensure that USAID’s performance-data reporting system consistently conforms to Agency standards and policy guidance, and for enforcing requirements for timely collection of USAID program performance data and the timely assessment of data quality.

 

QUALIFICATIONS REQUIRED

1. EDUCATION: A bachelor’s or University degree in a field related to monitoring and evaluation and performance/statistical research and analysis, including economics, applied mathematics/statistics, public or business administration, organizational/management theory and practice, demography, social science or related field, is required.

2. EXPERIENCE: At least five years of progressively responsible professional experience in program and financial management in the public or private sector, at least two years of which should have been working with or for a foreign government, international NGO, foreign donor agency, or foreign company. Previous experience must include Monitoring and Evaluation (M&E), and having responsibility for exercising judgment and providing solid analysis leading to sound program evaluation and project design on development assistance projects.

3. LANGUAGE:  Level 4 (Fluent) Speaking/Reading/Writing English is required (this will be tested).    

                             Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required. 

4. SKILLS AND ABILITIES:  Must have strong M&E, analytical and conceptual skills. Must has capabilities in independently in exercising his/her responsibilities and in planning and executing evaluations/assessments and work assignments, must be a skilled communicator, be able to work under pressure and produce results quickly, be able to predict issues of concern and interact directly at the highest operational levels of GVN. Must have strong communication, interpersonal, and leadership skills; ability to prepare and present factual and interpretative reports covering complex subject matters; and capability to orient, train, coach, and mentor professional-level FSN personnel.

5. JOB KNOWLEDGE:  Must have thorough knowledge of the economic, social and political context of developing countries such as Vietnam; development assistance theory and practice; detailed professional practitioner-level knowledge of M&E and organizational learning theory and practice, including data selection, collection, and analytical methodologies, and data-quality assessment. Knowledge of computer and/or web-based M&E data-management systems is required.
