1/ Monitoring and Evaluation Advisor (Tư vấn Giám sát và Đánh giá)

Key Responsibilities

  • Serve as focal person on M&E for the FLOW/EOWE and WEAVE - Vietnam sub-projects.
  • Collaborating with the SNV M&E Specialist from HQ to develop M&E system and framework ensuring compliance with the donor and SNV standards.
  • Leading application and promotion of relevant planning, monitoring and quality assurance standards in Vietnam projects.
  • Training, advising and coaching project staff and local partners in applicable planning, monitoring and quality assurance standards.
  • Responsible for developing tools for and facilitating the process of baseline data collection, including Women Empowerment in Agriculture Index (“WEAI”) and other traditional baseline data collection tools for impact assessment.
  • Responsible for the provision of relevant information for and facilitating the process of periodic review, evaluation of project activities, effects and impacts for project reporting and advocacy and to facilitate learning.
  • Supporting advisors in charge and project team to update result chains and M&E plan for thematic components and for the whole project.
  • Ensuring the appropriate attention to key project values and cross-cutting themes, including gender equality, inclusive business, sustainability, climate smart agriculture promotion in enhancing, following-up M&E framework which enables to monitor progress and result indicators.
  • Maintaining and updating project records (results and milestones) in the SNV internal systems and provide regular reports to National Project Manager, Business Development and communications Unit and agriculture team on project progress.
  • Fostering participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities and outputs and outcomes.

M&E system development and implementation 

  • With the guidance and support from HQ, the M&E advisor will update and apply the  M&E system, relevant planning, monitoring and quality assurance standards that are compatible to the SNV internal standards, e.g. Managing for Results (“MfR”) including Planning, Monitoring and Evaluation (PME), and/or Akvo as well as international standards as per donor specifications;
  • Be the link with Head Office for M&E related issues for the assigned projects.
  • Support (train, coach and advice) PM and technical advisors to comply with the M&E system in order to keep it up to date.
  • Make a monthly report for Management Team (“MT”) about PME compliance within SNV Vietnam and provide some reports for MT on SNV Vietnam’s performance regarding the output, outcome and impact targets for the year.   
  • Regular monitoring (up to 30-40% field monitoring) to track implementation progress and compile data on indicators and achievement of results, targets, milestones, performance and changes over the life of the project to ensure quality of the overall project and established thematic components and that all project targets are met;
  • Assess overall and specific project objectives, intermediate results and sub-results
  • Maintain and update progress monitoring for relevant projects on a regular basis (monthly, quarterly, half-yearly)
  • Ensure that all requirements of donors on project monitoring and evaluation are strictly followed
  • Communicate findings to selected key audiences, facilitation of yearly review and evaluation workshops;
  • Contribute to reporting activities (annual reports and other project documentation);
  • Provide support to Project Manager and technical advisors to develop details and ensure smoothly running of project activities in line with the established targets. This task includes design and/or regular review of project log-frame and planning matrix, corresponding indictors and projections of change (theory of change/log frame), measurement plans, data analysis and aggregation and reporting;
  • Support the project team to increase understanding on the use of appropriate qualitative and quantitative data collection techniques and applicable planning, monitoring and quality assurance standards.

Knowledge management and impact evaluation

  • Coordinating with Knowledge management advisor in development and implementation of knowledge management plan for the assigned projects, ensuring it is well mainstreamed into the M&E system;
  • Support facilitation of impact evaluation and action researches for the assigned projects.

Capacity building

  • Foster participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities, outputs and outcomes;
  • Ensuring the integration of project values and cross-cutting themes, including gender equality, inclusive business, sustainability, climate smart agriculture promotion into project intervention development and implementation;
  • Facilitate peer learning and knowledge development through monitoring and evaluation.

Other duties as required: 

  • Contribute to programme reporting and documenting in line with the strategy and development plan of the programme and SNV in general;
  • Contribute to the preparation of project proposals in relation to expectations and compliance to planning, monitoring and quality assurance standards;
  • Other tasks including, but not limited to, supporting advocacy & communications efforts, supporting/leading internal review activities, supporting project implementation activities.

Candidate profile

  • Master’s degree (or equivalent) in Development, Gender, Sociology, Economic or related field
  • Minimum of 6 years’ experience in development sector (NGOs, CSO), with at least 4 years of experience with M&E tasks, project management, gender/women empowerment related job
  • Strong understanding quality assurance, M&E systems (result chain, log frame, indicators, tools of verification etc.), impacts assessment, results-based orientation and approaches, indicators, 
  • Good understanding of business and private sector
  • Good capacity building skills.

Contract Duration:

1 year contract with the option of extension based on performance and budget availability.

Reporting: the position will report to National Project Manager.

2/ Business and household finance economics advisor (Tư vấn Kinh doanh và tài chính kinh tế hộ gia đình)

Key Responsibilities:

Financial inclusion analysis and capacity building

  • Support project manager and business/Value chain advisor(s) to reviewing financial literacy of target business groups, including cinnamon farmers households (WEAVE), agribusiness primary producers/cooperative households and SMEs (FLOW/EOWE) and to recommend interventions.
  • Providing direct capacity building on financial inclusion for these targets based on the approved intervention plan in line business strategy, to ensure overall objectives achieved.
  • Facilitating capacity building support to the partners to contribute to the sustainability of the partners and their business engagements.
  • Responsible for provision of financial/economic capacity support and follow-up to micro, small and medium agriculture businesses, households’ livelihoods, community women’s economic empowerment initiatives etc. This includes provision of guidance and coaching households/businesses in bookeeping and controlling their inputs/income, inputs/price calculating and negotiation etc.
  • Facilitating coordination with and practical guidance to local partners (i.e Women Union, AEC, DARD etc.) in financial literary, cost benefit analysis etc. to better support beneficiaries in agriculture production and businesses.
  • Contributing towards the building-up of knowledge and expertise in Business and Micro-Finance for partners.

SME and Cooperatives, FLOW/EOWE in 4 provinces Quang Binh, Binh Dinh, Ninh Thuan and Binh Thuan

  • Cooperating with business/value chain advisors to conduct field visits to assess/select business cases and consequent analysis of its financially system and management; to undertake data analysis and assessments on various parts of enterprises’ business operations.
  • Once the potential business cases and models are defined, supporting selected businesses in investment analysis in order to develop financial projections which support in formulating relevant and feasible business plans.
  • Provide tailor-made coaching and editing support to selected business cases in finalizing their business plans for consideration.
  • Supporting the following up of business development plan of cooperatives and SME specifically in term of financial and economic aspects versus technical aims.
  • Responsible for development, implementation and mainstreaming of effective and efficient microfinance and business development to partners.
  • Supporting Business Advisor and project team to complete and implementation of the Business intervention framework, including periodic updates on the performance of investment portfolios.
  • Facilitating crops statistic analysis of selected key value chain (rice, horticulture), including statistic harvesting and calculation of yields versus inputs, and supporting these data for impact assessment.
  • Facilitating the financial mapping and increasing financial literacy/credit access for women farmers and businesses, as well as building capacity for cooperatives management on financial economics.

Household economics, WEAVE

  • Coordinating with WAEVE consortium partners (CARE, Oxfam), facilitating the financial literacy and household economic training for cinnamon farmers women and men of Nam Det commune, Lao Cai (SNV project targets)
  • Supporting coordination with private sector in join investment for production development

Other tasks

  • Back up Field coordination advisor in key roles of coordinating partners, SNV with target groups and supporting cooperatives.
  • Support in organising business training, exchange, documentation of business models/initiatives.
  • Analyse financial and operational data and then turning that data into actionable ideas and consumable reports for project management.
  • Support any other tasks as requested by the project manager.

Candidate Profile

  • Master’s degree in Economics, Business Management, Finance, Development or related field
  • Fluent both in English and Vietnamese
  • At least 3 years’ experience in business sector and/or NGO
  • Strong experience working with internationally-funded programme, especially multiple local partners with diversified financial background
  • High commitment and clear vision for developing a career path in the NGO sector, and specifically in  women’s economic empowerment, as well as working with community and vulnerable groups
  • Computer literacy, including MS Access database, MS Excel, MS Project 2010, MS Outlook, MS Word and other Microsoft Office programs
  • Results oriented, team player
  • Analytical skills
