Context:

Under the overall guidance of the Chief of Mission IOM Vietnam (COM) and the direct supervision of the Head of PPDI Unit, the Project Assistant assumes responsibilities in the project team related to two counter trafficking related projects. S/he will be responsible for implementing the projects in accordance with IOM project implementation guidelines and is expected to also make contribution to formulating initiatives, project ideas and to the visibility of IOM’s work:

Core Functions / Responsibilities:

The incumbent will be in charge of the implementation of a set of activities within the context of two projects:

  1. Pilot for specific child trafficking and modern slavery support for foster carers to reduce likelihood of trafficked children going missing from care (Child Trafficking Protection Fund - CTPF)

The Project Assistant will contribute to the development of a module/section of a handbook for foster carers which is brief and user-friendly. Development will be based on the existing desk review and completed in consultation with the Child Trafficking Expert in the UK who is conducting a consultation with Vietnamese unaccompanied asylum seeking children (UASC) and formervictims of trafficking and modern slavery (VoTMS). Providing regular, timely review of the content of the handbook module;

 

  • Contributing to the development of culturally tailored, child sensitive material for Vietnamese UASC and potential VoTMS, including support for consultations with Vietnamese UASC and former VoTMS, and monitor the Vietnamese translation of the materials;
  • Contributing to other project deliverables including:
  1. Timely review of and feedback on relevant content for: an online e-briefing for foster carers aimed at familiarising a new foster carer to the risks of Vietnamese UASC going missing and how to mitigate them; an online directory of services for foster carers and UASC (which would be provided by foster carers or social workers); training curricula and materials for foster carers; relevant supporting documents for foster carers to build their capacity to look after Vietnamese UASC VoTMS or at risk; and a planned closing event; and
  2. Support to the London Borough of Croydon to monitor and respond to foster carers queries, where appropriate;
  • Contributing to monitoring and evaluation to measure the impact of all relevant project activities through participation in relevant project team conference calls, quarterly donor reports, internal evaluation reports, the final evaluation report, and stakeholder updates.
  • Perform such other duties as may be assigned.
  1. Vulnerability to Human Trafficking and Modern Slavery: A Study of Vietnam, Albania and Nigeria (Modern Slavery Innovation Fund - MSIF)
  • Support with the planning and delivery of aShared Learning Event in Vietnam including the identification of relevant stakeholders to participate in the event; the identification of relevant topics for inclusion; and presenters for the agenda, as well as reviewing event reports;
  • Provide advice on research literature appropriate for inclusion in a Literature Review on causes of trafficking and on good practice relating to human trafficking interventions, including the development of an annotated bibliography;
  • Provide advice on appropriate search terms for the literature review on human trafficking within Vietnam;
  • Assist with the design and refinement of research tools, including interview questions and appropriate sampling techniques, and the framework for data analysis (quantitative and qualitative);
  • Conduct semi-structured interviews with key informants and ‘victims’ of human trafficking in Vietnam;
  • Transcribe qualitative data and translate into English language, as appropriate;
  • Contribute to data extraction and analysis from locally held databases about cases assisted;
  • Ensure all qualitative and quantitative data is transferred securely to IOM and University of Bedfordshire staff;
  • Provide advice and guidance on standard ethical research practices and ensure all research conducted is carried out in accordance with ethical protocols devised for the project;
  • Work and coordinate closely with other members of the local IOM Country Office, IOM UK and University of Bedfordshire staff during the course of the research project;
  • Perform such other duties as may be assigned

Required Qualifications and Experience

Education

  • Relevant academic background (Master Degree preferred) in social science, political science, human rights, migration, international law, etc;

Experience

  • Good research skills including applied methodologies in the areas of human trafficking and or irregular migration;
  • Strong experience in participatory qualitative and quantitative research methods, including experience conducting and recording interviews;
  • Experience in research or projects with a child rights based approach, and in particular with a social work perspective;
  • Experience in migrant rights and vulnerability, trafficking in persons, and voluntary return and reintegration and counter migrant smuggling;
  • Understanding of the issue of Vietnamese UASC and VoTMS in relation to the UK and from a country of origin perspective;
  • Experience in drafting of materials in different communication styles according to the audience;
  • Experience in assisting project implementation, monitoring and evaluation;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as in the region;
  • Demonstrated ability to maintain accuracy, integrity and confidentiality in performing responsibilities; and
  • Excellent computer skills, especially in Word & Excel
