The Mekong Delta is  home to 17 million people and  is  Vietnam’s most important agricultural region. Producing 55% of the country’s rice, the Mekong Delta is the reason that Vietnam, which once suffered from shortages, is now the world’s second largest exporter of rice. In addition, the Delta is the country’s third largest industrial region. Yet, the Mekong Delta is facing existential threats. Climate change is leading to rising sea levels, and according to the Vietnamese Ministry of Natural Resources and Environment, 38% of the Mekong Delta could be under water by the year 2100. The mangrove forests along the coast are in dramatic decline. At the same time, there has been a considerable increase in flooding, and there are rising levels of saltwater intrusion in the country’s waterways and soils. Improper agricultural practices are leading to ecological imbalances and contribute to higher CO2 emissions. The future of the entire Mekong Delta is threatened. However, the country’s institutions do not have sufficient capacities to halt these trends. A core challenge is that governmental institutions at national and provincial level lack the planning, technical and financial capacity to enable the Mekong Delta to be developed in a manner that is resilient to climate change and offers potentials for mitigation, respectively green growth at the same time.

 

The project is looking for a national candidate to fill the following position:

Junior Program Officer “ICMP”

Duty Station: Hanoi, Vietnam

Duration: ASAP until 31. July 2018 with possible extension

 

Main responsibilities:

The junior programme officer provides support for

  • The team leader and other experts for whom the junior programme officer performs technical tasks, especially in the field of policy advise on climate change adaptation in the Mekong Delta (climate change budget classification, climate smart agriculture, climate resilient livelihood measures and other)
  • Coordinating project activities in the above mentioned fields
  • Carrying out specific research tasks which are required for planning the implementation of the programme
  • Carrying out specific tasks in connection with knowledge management for the programme

 

Minimum requirements

  • University degree in an area of political science, economic, climate change, environment or related field.
  • Initial experience (internship or similar) in development cooperation relating to coastal management, climate change or other relevant area. Preferably experience abroad.
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or other database programme)
  • Excellent communication skills incl. very strong English & Vietnamese writing skills
  • Excellent knowledge of English language, ideally a knowledge of German
  • Experience of project management and research experience in an area related to the project’s/programme’s requirements is desirable
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Constructive team player in cross-culture environment
