Position: Temporary Grant Officer

Timeframe: May 1, 2017 to August 31, 2017 (4 months)

SUMMARY OF JOB RESPONSIBILITIES

The temporary Grant Officer is responsible for providing assistance in grant administration. This person will handle grants administration functions; and provide accounting training for The Asia Foundation (TAF) sub-awardees.

 

RELATIONSHIPS

Extensive contact with finance and administrative staff regarding budget and expenditures; regular contact with program managers and program officers regarding sub-awardees.

 

REQUIREMENTS

Experience:

Four to five years of experience in grant management. Experiences working in grant administration with INGOs preferred.

Education:

University degree in relevant subject. 

Other:

Excellent verbal and written communication skills in both English and Vietnamese. Computer proficiency in word processing, spreadsheets and database management

Good attention to details

Good working manners and ability to effectively work with other team members

Knowledge in financial requirements

Good organizational skills

JOB FUNCTIONS

Grants and Compliance

Work together with:

  • Provide assistance to Program Officers in budget development for L/G, review final version of L/G, L/C prepared by Program Officers if required before submitting it to Country Representative/ Deputy Country Representative
  • Prepare TAF-280 for new task numbers assigned as well as for subtask number of new grants
  • Maintain the grant database systems and monitors report due dates. Remind Program Officers on grant due dates
  • Ensure timely receipt of reports from sub-awardees and the completion of grant monitoring forms (TAF-209s) by TAF staff
  • Review financial report (TAF-209s) and counterpart contribution reports prepared by sub-awardees. Check expenses to compare against budgets and ensure that sub-awardees have complied with TAF regulations
  • Manage grant files for grant administration purposes
  • Assist Program Managers and Program Officers as they help sub-awardees to implement adequate accounting functions
  • Train sub-awardees on basic accounting and establishing software accounting systems

Other

  • Maintain all TAF’s grant files
  • Prepare bi-annual report to VUFO
  • All other duties as assigned
