The Australian Foundation for the Peoples of Asia and the Pacific Limited (AFAP), now known internationally as “Action on Poverty”, is a secular, not-for-profit, fully accredited Australian non-government organisation (NGO) that was founded in 1968.  As its new brand “Action on Poverty” suggests, its mission is to be a leading agent for poverty alleviation through innovative, cost-effective and appropriate community-based development. AFAP has successfully worked with local partners to implement development programs in 21 countries across Africa, Asia and the Pacific.

In 1996, AFAP was the first Australian NGO to be formally registered to work in Vietnam. Since then, it has partnered with local government, civil society organisations, and vulnerable and disadvantaged communities in 24 provinces, to implement projects within a range of program areas including: livelihoods and food security; climate change and environment; governance and institutional strengthening; health, water and sanitation; and education and social inclusion.

AFAP is seeking a Temporary Governance Program Assistant to replace a staff who will be on maternity leave for six months, commencing in May 2017. This position will provide support in overall operations and assistance to governance program and coordinates activities between the programs/divisions of AFAP and local partners.

Position:         Temporary Governance Program Assistant
Type of contract:    Six-month labour contract
Work location:     Hanoi with frequent travels to the fields
Salary:         Negotiable based on qualifications and experiences

KEY RESPONSIBILITIES

  • Assist Senior Program Officer to provide technical support in the implementation and monitoring of work packages in respect to Governance projects;
  • Assist with the contracting needs of Governance projects or other third parties/service providers;
  • Assist in building and maintaining strategic and cooperative relationships with key CSO leaders, partners, networks nationally and in each project locations of AFAP;
  • Ensure that Social Accountability Resource Centre – SARC is a well and thoroughly designed website with relevant materials introduced;
  • Promote, maintain and update SARC;
  • Work closely with the program team across the projects to contribute to AFAP’s commitments to Vietnamese government;
  • Support colleagues in delivering outputs that aim towards AFAP’s objectives, including assisting in events and initiatives that fall outside the direct responsibilities of this post;
  • All information regarding the progress and operations of program activities is updated and informed to Hanoi Office;
  • A regular and effective communication among partners, provincial project offices and Hanoi office is maintained;
  • Timely and properly perform any other reasonable duties and tasks as requested by Program Manager and Country Director;
  • Assist to maintain a good filing system of program report and document for Governance projects (e.g. agreements, contracts, reports, reference materials, etc.);
  • Prepare, translate and compile reports and other work documents.

QUALIFICATIONS REQUIRED

Education:

  • University degree related to international development, development studies, economics, social sciences, public administration, or democracy and governance;
  • Master degree is preferable.

Work experience

  • At least 2 years of relevant working experience;
  • Working experience in NGOs is preferable;
  • Has worked in a developing country(ies) and has a good knowledge of international development issues, trends and approaches.

Technical knowledge/skills

  • A sound understanding of monitoring and evaluation methodologies, ideally Results Based Management (RBM);
  • Field application at a national, regional or international level is essential;
  • A good understanding of civil society organisations and the field of participatory governance; Experience in CSO-governance engagement processes is an asset;
  • Strong communication skills; both written, verbal and demonstration skills in group facilitation;
  • Advanced computer skills, particularly MS Office (MS Word, Excel and PowerPoint);
  • Well-organised, resourceful with good planning and problem-solving abilities;
  • A team player, flexible, quick-thinking and able to work well under pressure;
  • Commitment to AFAP’s vision, mission, values and goals.

Language: Fluent English and Vietnamese, both spoken and written.
