General information

German Red Cross (GRC) and its partner Vietnam Red Cross (VNRC) have started “FbF Ready” project in 2018 which aim to contribute to the reduction of human suffering of vulnerable population due to more frequent and severe heatwaves in Hanoi through the capacity building of the VNRC in Forecast Based Financing for anticipatory humanitarian actions.

Vulnerability Situation - International documentations describe elderly, persons with chronic disease and mental disorders, persons working and living in the streets and potentially young children and pregnant women as the most affected. Impacts on economy due to loss of productivity during the heatwave is also an impact to consider especially for the poor households and the street workers who are directly expose high temperatures. Thus, the project will have to further define who are the most affected, in which extend (health and economic aspect) and why. The project will also have to clarify the impact on health beyond hospitalisation such as the impact on mortality and morbidity, and will have to investigate if this increase of hospital admission reflect the full impact of heatwaves as many poor households may not have the financial means to go to hospital. Other considerations should look at the general awareness of the population on heatwaves, on their impacts on health and on the symptoms associated under heat stress, with heat exhaustion and heat stroke. As for now, it is assumed that the population has little knowledge about those issues and it is also not clear about how the population has access to information and early warning for heatwaves.
