For more information, visit www.ifc.orgE&RE Advisory works with firms to develop scalable, replicable clean-energy business models and supports private sector projects that provide energy access to the underserved. The business line aims to increase investments into clean energy to reduce greenhouse gas (GHG) emissions and provide access to energy for the poor. Clean Energy focuses on removing barriers to investments in renewable energy technologies and demonstrating the business case for making such investments profitable and sustainable. The E&RE team manages its own diverse $100+ million work program in addition to providing technical support to IFC’s Public-Private Partnership (PPP) Transaction Advisory, IFC Investment Services departments, and the World Bank.The E&RE team is seeking an experienced Energy Specialist to further strengthen its advisory offering in EAP. The selected specialist will primarily develop and support new advisory business in distributed/captive energy generation, especially solar energy for manufacturing and other private sector clients in China and other EAP countries. S/he will also provide technical support for firm-level energy and resource-efficiency interventions to meet client needs.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
 
DUTIES AND ACCOUNTABILITIES:
The Energy Specialist will provide expert technical advice for IFC advisory projects in the energy sector including the following:

    • Identify and understand client’s needs, priorities, and corporate strategy;

    • Independently assess energy consumption and current resource supply, including calculations of client peak demand and load profile and bill/fuel cost analysis;

    • Develop baseline scenarios using combination of metered or other data, spot measurements, and/or estimates based on equipment rating/ process need/ and operational requirements;

    • Conduct comparative analysis of client energy use (overall, and process specific) against industry best practices and global/regional benchmarks;

    • Conduct scoping and detailed field assessments to assess both demand-side (energy efficiency) and supply-side (distributed renewable energy) options, as appropriate;

    • Identify and develop energy efficiency and distributed renewable energy/captive power solutions and evaluate their technical and economic feasibility;

    • For distributed renewable energy options, assess local grid-interconnection requirements, assess current tariff structures, client charges and regulatory framework to more accurately assess opportunities for cost-effective interventions;

    • Develop TORs for external consultants as required and manage their deliverables to ensure projects developed are viable and bankable;

    • Provide strategic and tactical advice to private sector clients transitioning to renewable energy for own operations and supply chains to meet corporate goals;

    • Help progress bankable projects beyond feasibility studies by developing initial project financing packages for potential investment by IFC, partner banks, or other funding sources;

    • Develop/review baseline energy consumption data and indicators and track GHG emission reductions and other project results against agreed upon performance indicators; and

    • Develop donor/client proposals and progress reports, project case studies, and other E&RE program outreach materials to support internal and external reporting needs.
 
SELECTION CRITERIA:
The Specialist should have solid experience in designing and implementing energy solutions for private sector corporates. S/he should be able to provide technical expertise and programmatic support on complex projects in a multi-disciplinary team environment with minimal supervision. S/he should be able to interact with senior personnel in private sector, government, and other partner organizations with confidence.

    • Master’s or equivalent professional degree in engineering, science, business, or other technical discipline;

    • At least 8 years of work experience in the energy sector with experience in solar photovoltaics; experience with design/execution of distributed/captive energy solutions is essential; energy efficiency experience will be an added advantage;

    • Demonstrated technical expertise in one or several of the following areas: planning and implementation of renewable energy generation projects; grid-tied and/or distributed solar power; power project development and consultancy for commercial and industrial end users;

    • Knowledge and expertise in development and/or operation of renewable energy generation projects, especially solar PV;

    • Direct experience with due diligence review of new investment and project proposals; experience as lenders’ engineer will be a plus;

    • Experience in managing consultants, technology vendors, and other service providers to effectively implement multiple program tasks;

    • Strong analytical skills, ability to think strategically, and rapidly analyze diverse program data under changing market conditions;

    • Good organizational skills and attention to detail; strong presentation and written communication skills; experience working in multi-disciplinary multi-cultural teams; and
